What is the mean of form views

i create a form and publish it. I get 10 submissions and I get 169 form views. what is the mean of form views. what happened if form views over the limit but submission is remaining to fill.  and if I upgrade free plan to paid plan can i get the remaining free submission in paid account submission and other features? 

Form view is the number of times your forms are viewed/loaded either via direct link or the website where you have embedded your form. For Free user the Form View Limit is 1,000 views.
