I cant upgrade my account

Good day, I have a problem trying to upgrade the account. After entering the data of the card, I have a poster that says that it could not be possible to do it and that I contact you.

 

I need to increase the amount of submission, so please I need a solution.

to get is the STORAGE for a full year for $ 50.
I do not know if the problem is the credit card, but this card I use with
other subscriptions in google and facebook and I have not had problems.
