Why doesn't new Jotform have toolbar for creating an autoresponder

Hello!  Trying to set up my autoresponder when someone completes the survey.  How do I do it?  The only options I have are "Build Settings Publish".  The normal tool bar is not visible. Thank you!

It's in the Settings tab. Settings > Emails > + button > Select autoresponder option.
