I've had a few clinicians who want to submit a 2nd form with updated contact info. Can I change a setting?

Same form can be submitted multiple times by same user unless you have set submission limits, such as unique submission or unique question.

https://www.jotform.com/help/223-How-to-set-Form-Limits-Based-on-a-Unique-Question
Please check settings of your form and make sure that No Check option is selected if you want to allow that your form is submitted multiple times by same user.
You can also edit your submissions or allow your users to edit their submissions:

If you still have issues, please provide us ID of your form.
Let us know if you need further assistance.

1) I need to be in jot form 3?
2) if "no check" is selected is that the correct option? If not what is to allow multiple submissions.
Thank you!

You can also set this inside of Version 4.
If "No Check" option is selected your users will be able to submit form multiple times.
If you have some issues and your users are not able to submit your form, multiple times, please provide us ID of your form sot hat we can inspect it.
