Can a form be created so one person submits and then another person completes its once they receive the submitted form. Does the person to edit the form need to be a user in JotForm?

Hello terrimsan,
Yes it is possible to achieve your requirement by taking advantage of a combination of our "Conditions", "Auto-responder" and "{edit-link}" features.

The form I want to use will be complete by two different people who both do not have user access to Jotform.

Hi,
Please note that the person filling those sections does not need a JotForm account. They would be receiving links to edit the submissions and that is how they get access.
