Can a subuser's form set up a different Dwolla payment account than the root user?

Yes, if the sub-user account has access to edit the form then he should be able to add the payment integration and integrate his own account, but do note that only one account can be used per integration which means that the sub-user's Dwolla account will be used to process the payments.

screen below, apparently the 'Apply' button doesn't save ... and there's
no "are you sure" warning if I leave the page w/o saving. Turns out
the'Save" button was not visible, offscreen on the bottom of the page.

Wrong subject line !! Sorry -- I didn't realize the forum s/w would keep the same topic description; what I was writing about this time is a difficulty I had modifying the subject line of the outgoing emails, and it was just a matter of not finding the 'Save' button (it was offscreen on my laptop.) Now I know.
No response needed really but I did suggest that the save button be moved upward in the future.
And thanks for clearing up the sub-user acct question I asked before!

The thread title only can be changed if you edit it on a web browser, it cannot be changed if you try to edit it on a reply through email.
