Does Jotform support Multi-step forms?

Someone submits information via first page of  first form, then its sent to us as an email, then we can send them a link to continue their application at a later time to another page?

like for e.g. the second link we give them after a certain stage

and also there are sections in the form, that are filled by another people, i.e. the HR person

Yes, it is possible to create multistep forms like you've mentioned. This is some kind of an approval workflow. There is a workaround for this requirement.
