I'd like to provide a respondent with a list of unanswered questions before they submit? Can this be done without using the required fields feature?

The only way that I found to achieve it is by using the Preview Before Submit button, it will allow you to view all the fields of your form even those that were not filled out, you could choose between show only filled or show empty fields as well.
You will find the widget here: https://widgets.jotform.com/widget/preview_before_submit
And this guide will help you to add it to your form: https://www.jotform.com/help/252-How-to-Add-a-Widget-to-your-Form
Hope this helps.

I added the Preview Before Submit feature and clicked "Yes" to include non-required empty fields. However, only the headings of each page are shown....unanswered questions are not displayed in the Print Preview.

I tested the widget a bit more and I was able to replicate this problem. I will forward it to our backend team for further checking.
We'll inform you through this thread as soon as possible about the outcome.
Thank you for your understanding.

Hi thank you for reporting the issue. It should be okay now. Make sure that the "Include Empty Inputs" has been set to "Yes". Please try it again and let us know if the problem persist.
