Can I create free accounts for people that I created forms for?

I am assisting multiple other parties in development and construction of websites.  Several of the sites I have built employ one or more Jotform forms--none uses more than three, and all the sites are completely separate and distinct from each other.  Virtually all of the sites are built and maintained at no cost for non-profit or public-interest purposes.

Can I set up separate accounts for my individual clients?  At this stage, nobody is running more than a few forms a month, some have never had a submission, others are just there as templates for other possible forms.
