Is there a way to change the list of months displayed in the birth date picker tool? Can you point me at the newbie instructions for how to inject CSS and use Free Text (HTML) power tool?

At the lower part of the guide is also the search link to relevant post on CSS.
The Free Text(HTML) tool is similar to any html editor, except it clears off scripts related inputs.
Can you share with us what 'change' exactly it is you wanted with the birth date picker tool? There is already a 'month' list on it...
If you only want a field with only a Month names on it, you can also use the drop down field.
In drop down field property, set its value in the "special' property to Months (please see screen)

I'm using this form as an evaluatioin tool for football officials. Since the season only runs from August to November, the Evaluations chairman only wants those months to be shown. I'd also like to limit the year to the current year 2012. Is that possible?

You can try the following work around.
1. Get your form source code.
2. Copy that code to some text editor like Notepad. Then, add/remove needed options manually.
3. Embed that updated form source code to your website.

I'm not an html programmer, so please excuse any stupid questions. I don't have a website per se. I've been using JotForms form url ie. http://form.jotformpro.com/form/21777106158961 I've tried getting the form source and editing it and then inserting it as Free Text HTML but I lost all of the formatting http://form.jotformpro.com/form/21777922951968 Is there anything else I can try?

The source code embed will only work if you will embed the form to your own website. Since you do not have the website to make use of the source code, this is not applicable on your end.
AND using the Free text html is very risky option. The data within the free text html field will not be submitted in the submission data. May I suggest not to take this option (the more, since you are not an html coder)
I checked the form OCFOA Varsity, Please inform us why you cannot use the drop down field with option data of Months and another with 2012 as the year value
