Using PayPal, can I make an order form with multiple Products sections? Perhaps on different pages?

I'm creating a restaurant delivery order form and would like to organize the sections: Starters, Sandwiches, Pizzas, Entrees, etc.--one per page. Because people can select multiple orders of any item (example: they want two burgers) and would therefore need to identify options for each singular order (example: I want two burgers but one needs to be well done with cheese and the other medium rare with no cheese) I'd like a additional questions to show when/if a quantity of more than 1 is selected. But I don't want it to be at the end of a super long list of menu items--people won't see it and could become frustrated and abandon their order.

Or is there a workaround I'm not thinking of?
