How to condense a text in form?

We would like to condense our form called Service Agreement so that all of the reading part of the form can be a pop up or when a client hovers over that part another screen can pop up.   Currently our form is very long but most of the information is reading and some of our client are put off by this.  Any help with keep all of the information on the form but shorting it would be really helpful.

Could the solution be to "hide" that text in multiple form collapse fields:

You can put many of those fields so your form looks smaller. On the other hand I'm not sure how that affects the look and purpose of your form.
