Please, how can i consistently opt in or out of the data location option?

The usual reason for form submissions not showing for users and showing for others, is when the submissions data is in a US server and the user opted for his data to be on the Europe server, or vice versa.
One way to resolve this, is to consistently opt in or out of the data location option, so that everyone is on the same side with where the data is, resulting in submissions being accessible by everyone.

You can select "Europe Datacenter" form your account setting >> Data page to ensure that your submission data is stored in EU datacenter. Please check the screenshot below:
If you do not want to save the data in EU datacenter, the checkbox should be unchecked.
