It appears the limit you're about to reach is the 100 Submission limit per month. Since this is a recurring limit on a monthly basis, you can't modify this counter.
It will always just count how many submissions you get per month and once you hit 100, your forms will be temporarily deactivated until you
1. EITHER upgrade
2. OR wait for the 1st day of the next month
Knowing that you don't want to upgrade, the only solution is to wait for the limits to be reset. It's worth mentioning that you can increase your monthly limits by doing some tasks. To know more, head over to your Account's GetMore page https://www.jotform.com/myaccount/getMore
