You can export or download first the data i.e. to an Excel or spreadsheet file. Then you can do data deduplication using the spreadsheet application.
On the other hand, there is a way for your form to have unique submission data by eliminating duplicate submissions.
This will only work for new submissions and not for those already existing on the form.
You can refer to the user guides below on how to have unique submission data on the form.

They should be sending them daily which will Kickoff emails to the legislators daily and get attention to our issue. I just don't want the count to go higher on the submission count or have a separate count for "unique" submission for Analytics.

If you want them to send in duplicates, setting Form limits to eliminate duplicate submissions will not be suitable for you.
The only work around I can think of is what my colleague suggested, to do data deduplication using the spreadsheet application.
