do all forms for our clients stop working or are we assessed a per view charge after that?

You will not be charged for every views your forms will get that's already over your account's form view limit. When your account reaches or goes over its form view limit, you will get an "Upgrade Now" warning when you log to your account in the MyForms Page (www.jotform.com/MyForms). At this point, your account would go from Active status to Overlimit status and will make every form in the account temporarily disabled or will show an Over Quota warning message when accessed/loaded. Form view limit like submission limit resets every first of every month.
