I do not get Status and Visibility buttons when I add a Section Collapse element. Nothing happens when I add the "stopper" Section Collapse element.

The STATUS and VISIBILITY options will show up once you hit the GEAR icon for the SECTION COLLAPSE tool.
I ran a quick test on a cloned copy of your form and it worked as intended. Here's how it went from my perspective:

Thanks for your response. I see how you inserted the first section
collapse and set its properties. I don't see the second section collapse
in your test. I tried putting both elements in my form and tried various
settings for the second collapse element, but it did not create a group.
What I'm after is groupings so that I can move several fields as a block.
I will not be using a conditional. What am I missing?

I am not sure if I understand your query correctly. Do you mean to move multiple fields at a time on the form to a different place or page from the form builder? If so, unfortunately moving multiple fields on the form is not possible currently with the new form builder. However, you may consider accessing the form in the v3 form builder with the URL and manage the fields.
