need assistance with a welcome page

we have a Owner Surrender page that people fill out when they want to surrender their pet.   We would like to create page that when they click on the "owner surrender" link on our website that takes them to a welcome jotform page first....On said page we want to have to "links (click here) one for training resources, one to fill our our owner surrender form.

If those two links in "welcome jotform page" are in one form, I'm not sure how you imagine that, but if that's the case then you can create one form that will have those links. And then make a hyperlink in "owner surrender" that will when it's clicked guide your user to the form. 

If on the other hand, you have two forms, then you have to create two hyperlinks on your website that will, when they are clicked, guide your users to appropriate form.
