In editing our form I deleted names on 13 forms already submitted. Can they be restored?

Below is what I understand so far.

If you have deleted submissions (if that's what you are referring to as forms since I only see 1 form in your account), then it could not be restored/retrieved. In the future, if you are planning to delete submissions, you can first download it. This guide will show you how to do it:

If the submissions have file uploads, you can also choose to download the files first. How-to-Download-the-Submission-Files

However, if you have deleted the field(s) in your form that is why it is no longer showing in your submission page, then you can try to revert back to your form's original state where it still has the field(s) using the Revision History Tool.
