We have multiple forms on our account for each department so I would only want to see my department's forms.
We have multiple users on the account so can the notifications be sent to a specific email address?

Yes it is possible. You only need to set up an email notification to your form and input only a specific email recipient on the Notification Email settings. Please see this guide: Setting Up Email Notifications.
