Can't edit conditionals

I am trying to edit some of our conditional rules, but am unable to select the existing rule to be edited - in the attached image, we are trying to click on the 'edit pencil' to the right of the condition rule. I have tried using Chrome and Internet Explorer, both with the same result. Please advise

I cloned your form to test it and I am able to reproduce the issue.  It seems related to the following condition. 

If you delete that condition and recreate it, the rest should function correctly.
