I have seven submissions, and its March 1st. That doesn't seem right.

It means that you have reached the limit of 500 Total Submission Storage for the Free Plan. It is not referring to the 100 submissions per month, but it is for the total of 500 submission storage for the account. Please see the Pricing Plan for more details.
You need to delete some submissions in order to free up your submission storage. Here's a guide: How-to-Delete-Form-Submission-Data
