I upgraded my account on the 28th Feb 2017 and initially had a few enquiries to my web page but received a message yesterday to say me account was on stop due to no storage. Can you please let me know if I upgraded correctly and if I have is there something else I need to do to activate it.

I checked your account and you're under the Storage Plan.
Storage plan is the same as Free plan except you have an unlimited submission storage. Your account is over limit because you have reached the 100 MB upload space limit. You need to delete a submission with attachment file to clear your upload space so you can use your forms properly. Here's a guide on: How-to-Delete-Form-Submission-Data.
NOTE: Deleted submissions is not recoverable.
