I have two email addresses in a notification email. One which I receive but the other recipient is stating it is not getting to them. The status in the history says that the email was sent. Does this relate to both emails or could one fail but the history still show as sent?

If emails are marked as "Sent" it means all emails in that list were successfully sent. Check the spam/junkmail folder of the account that did not receive the notifications to see if they were filtered there.
If they are not, you can check to see if the address is in our bounce list:
If the emails were bouncing, the address would be there.
