How can I make sure my list of people that need to be notified receive an email when a form is completed?

You could set SMTP for your Notifier and send them in that way. That should decrease the possibility of not delivered emails. Here is the guide on how to set SMTP: https://www.jotform.com/help/244-How-to-Setup-SMTP-for-a-Form
Also, you can use your History to check if the emails went to the appropriate email address. To do that you should go to this link (while logged in): https://www.jotform.com/myaccount/history and set to view email logs:

Additionally, I checked all your emails associated with the form and none of them were in the Bounce list. You can also check it by using this guide: https://www.jotform.com/help/262-How-to-Remove-Your-Email-Address-from-Bounce-List
