I have checked this on my end and I can see it works fine, I can navigate through the submissions and download them as Excel or CSV report.
Does this happen when you're logged into your account or have you generated a submissions link?
I would suggest you to provide us the form where you're experiencing this issue and also take a screenshot of the web console, that will help us to know if there's something related to the issue you're getting.
