    I have submitted your form https://form.jotform.us/70655548288166 and I can see it redirects to the PayPal payment page after clicking on the preview answers button and then clicking on submit.

    Is not this what you're getting on your end? 

    Please, provide us a screenshot if possible about the PayPal page where you're being redirected after submitting your form.

    Expected the form to come up in the location where I inserted thePaypal
    Payment block. Once I did a test submit, I found where it was, so I
    modified my instructions to reflect such.

    Yes, the form will be redirected to the payment page instead of redirect inside the form on the payment section. 

    Additionally, if you do not want to redirect your users outside your form, you could use the PayPal Pro integration which will allow users to pay using a credit card.
