How to import PDF forms into JotForm?

Is it possible to upload a PDF to generate a Jotform and use that PDF on the back side to email as people respond to the form.  I found a tool that would show it may been available at https://www.jotform.com/fillable-pdf-form-creator/.  It does not every do anything but send me email that says:

That tool works with forms create on  Adobe Forms Central, if your form was not created there then you may not be able to import it.
