I am wanting to build a petition form that has a pre-filled email, that they input their information, plus put a congressman's email in there (preferably from a dropbox of all names/email addresses that they select), and when they hit submit, that pre-filled email, along with their information/signature automatically gets sent to the congressman of their choice. Similar to: http://capwiz.com/freegrapes/issues/alert/?alertid=73509626
Is that possible? Hope this makes sense.

That's possible. You can send email based on the user's answer and the value from the field as the recipient. Guide: https://www.jotform.com/help/167-How-to-Send-Email-Based-on-User-s-Answer
To prefill fields, here's how: http://www.jotform.com/help/71-Prepopulating-the-fields-to-your-JotForm-via-URL-parameters
