I am wanting to build a petition form that has a pre-filled email, that they input their information, plus put a congressman's email in there (preferably from a dropbox of all names/email addresses that they select), and when they hit submit, that pre-filled email, along with their information/signature automatically gets sent to the congressman of their choice. Is that possible? Hope this makes sense.

That's possible. You can send email based on the user's answer and the value from the field as the recipient. Guide: https://www.jotform.com/help/167-How-to-Send-Email-Based-on-User-s-Answer
To prefill fields, here's how: http://www.jotform.com/help/71-Prepopulating-the-fields-to-your-JotForm-via-URL-parameters
