I want to have a form filled out, then I want to send them a white paper. How do I do this

If I understand you correctly, you want to send the submitter a blank page. You can do that by adding an autoresponder to your form and remove all the email content so it will only show a blank page. Here's a guide: Setting-Up-an-Autoresponder-Email

Open your form and create an autoresponder email. After that, follow the screen animation shown below. Go to the Settings section page, select the Emails tab. Open the autoresponder window then delete the Email Content. This will send a blank page to the form submitter.
