All submissions are complete but payment is incomplete on one form.
On another form, some payments are incomplete.

The incomplete payment submission usually means that user decided to not to complete the transaction on the PayPal payment page. Please take a look at the following guide.
However, if payment was received but submission is still marked as incomplete, it means that we have not received an instant payment notification about successful payment from PayPal. The reason behind this can be disabled Instant Payment Notifications (IPN) within your PayPal account. Please make sure that IPN is enabled within your PayPal account settings.
