We have selected hide empty fields but we still get rows of empty fields in the email. If one camper registers we only want to see one campers info.

I've cloned your form and I can see what you're referring to; however, I have added a new email notification to my form and without editing it, I submitted the form, when I received the email notification the empty fields were not showing up.
So what I would suggest you is to add a new email notification and avoid to make changes to the default template, that would break the empty fields feature. If that works you could then delete the old notification.
