Why my page is not scrollable when hover over the form?

Also I notice the form  stops the page  where its embedded from scrolling when cursor is hovering over the form. it only scrolls again if moved outside of the form.

Could you please give us the URL where that form is embedded that you have the scrolling problem with, so we can have a closer look, I checked this URL: http://themes.muffingroup.com/betheme/contact/ but couldn't find any JotForm.
