The forms seem to be working, but whenever someone submits the form, it doesn't email it to my email account. It use to, but not anymore. I checked to see if I was on the bounce list and it says no.

I have same problem here...I'm sure the problem is with sending jotform emails.I had the same problem before a few months ago, I did all the indicated procedures and nothing solved ... After 3 days returned to normal ... I believe that certainly the problem is in sending the forms by email, from the jotform servers.
