I am not able to get to my setting and data usage pages so that I can clear out data that is not allowing my pages to work. Can you please help me get in so that I can clear out forms and space. I've never had this problem before. Thanks.

I have checked and your account is overlimit because of payment submissions. This month you received 10 payment submissions and that is the limit for Free accounts.
You can check your account limits on usage page of your account.
You can upgrade your account to any of the paid plans to get higher limits and to enable your forms immediately. You can find more about different account type on our pricing page.
However if you don't want to upgrade, you have to wait until your submissions counter resets to zero which will be on every first day of the following month.
Also please note that deleting of submissions will not reduce submission counter. If you sill want to delete your submission you can do it on submission page of your forms:
Also you do not have to delete your forms. This will also not activate your account.

It's not allowing any of my other forms to work on other sites. Is there anything I can do to free up the payments?

When any of the limits are reached all forms are disabled until the next first of the month or you do the Upgrade.
So in order to continue to use your forms now, you will have to Upgrade your account.
