Hi,
I'm having an issue where my form is getting submitted with blank required fields. So a user can hit Submit without finishing the actual form which has conditional logic and required fields.

Hello,
You need to enable the Required feature of the field to avoid getting skipped. Here's how:
1. Open your form and select the field. After that, click the Properties button (Cogwheel Icon).
2. Enable the Required feature in the General tab page.
Also, please try adding CAPTCHA field above the Submit button. Here's a guide: https://www.jotform.com/help/205-How-to-Add-a-Captcha-Field.

Hi, yes, I have set all the required fields to "Required"
The forms are still being submitted without errors. So what's the point of a required field if they don't prevent a user from submitting a form.

May we know if the form you're having issues with is embedded on a website? If the form is embedded, can you share us the link to the website, please? Also, may we ask permission to make test submissions directly to your form?
I have created a clone version of your form on my account, however, I can't seem to reproduce the issue you are having.

It's actually through the "Preview" mode via JotForm. This might be causing the issue?
Feel free to do a test submission.

I checked your form and I noticed that the two fields on your form is not set as Required. See image below:
Please set it as required. I also noticed that if I choose the "No" option, it only shows a crying face and submit button. Once the user hit the submit button under the "No" option, you will receive almost a blank submission like this:
You can hide the submit button if you don't want to receive a submission from the user that is not attending. Please check this guide: How-to-Show-or-Hide-Fields-Base-on-User-s-Answer
Also, please add a CAPTCHA field to your form to avoid your users sending submission due to accidentally hitting the submit button. Here's a guide: https://www.jotform.com/help/205-How-to-Add-a-Captcha-Field
I cloned your form and I was not able to replicate the issue. I test the cloned form and I received a submission without blank fields.
