Regarding your Pricing

For your $19 a month plan that provides up 10 1,000 form submissions per month, and up to 25 forms, does that translate to 1,000 form submissions across as many as 25 forms, or 1,000 submissions per month, per form, for as many as 25 forms (for a grand total of 25,000 submissions possible per month)?

Would educational discounts apply to a grant awarded to our institution (Northern Illinois University) to manage a state-wide program?

The program itself is targeting 25,000 medical providers across the state in hopes they will submit their info (via an online form). The grant itself is for 5 years. Not sure to gauge which pricing access model would work best for us. 

I am working on making recommendations for this project as it's lead developer. Any insight or recommendations would be much appreciated.
