I am experiencing an issue where when a user gets to the final page of the form and doesn't fill that page in correctly, they are unable to go back to previous pages.
For example,: Assuming the final page is Page 3. If the user doesn't fill in page 3 properly, but clicks 'Submit', they receive an error "There are errors on this page. Please fix them before continuing." This is ok until the user decides to change some information on a previous page. If they press "Back" and go to page 2, they are then unable to pres "Next" to proceed again to page 3, as they receive that same error message (despite page 2 being completed correctly).
Could you please let me know if there is a fix for this issue?

I have made tests on your form but I was unable to replicate the problem where I'm not able to proceed to the next page. When one is being blocked to move to the next page, most likely the problem is that they have failed to fill up a field or the information they entered are not compliant to the format or fields required on the textbox, such as when a field requires numbers only but an alpha character has been entered.
With this, it would be great if there is a way for you to pin point the exact field which the user had trouble filling up, or locate the error on the page. Based on my observation on how you are trying to reflect errors on fields, they should be looking for any highlighted parts of the form in order to identify that the field is missed when they tried to make the submission.
But if I am missing something over your explanation, please let us know.

Please try the following process to replicate the error:
Fill in all the fields correctly on page 1 and 2. On page 3, fill in all the fields, but attempt to upload a file larger than what is allowed and click submit. The following error comes up:
If you then click "Back" at the bottom of the form to return to page 2, and then try to click "next", the below error comes up despite it being filled in correctly:

I followed your steps and I was able to replicate this issue.

This should no longer be an issue. We have released a patch that fixes this bug.
