Conditional logic issue

Hi, I'm trying to create two conditions for certain fields. I don't believe they are contradictory. Example: see conditions 19 and 1 in form below

There was an error on our end that caused calculations to fail.  Please accept our sincerest apologies.  This is now fixed and calculations should be working once again.  If the issues persists edit the form and save it.  That will remove the bug.
