My form does not allow sending multiple submissions during the day, what is happening? I need to upgrade to activate multiple submissions?

It seems to allow multiple submissions as I have filled out the form and submitted twice. I was not able to encounter the issue.
Can you try it once again please? clear your browsers cache before you do.
