I need the filled out form as a legal document to be submitted eventually to the Electoral Commission of NZ. Thank you.

You could include the PDF report of the submission in the email notification, but the layout will be different than the web form, this due to the resources that are required to display the form as it shows on the web and due to the fact that some of these resources cannot be interpreted when sending them via email.

However, you could customize the PDF report to display as you need, this guide will help you to customize the PDF report: https://www.jotform.com/help/384-How-to-Customize-PDF-Submissions-Report

To include the PDF in the email you only need to go to the settings tab and form settings section, once there edit the email notification where you need the PDF to be included:

Once on the email wizard, got  to the advanced tab and turn on the PDF attachment option:

    Hope this  helps.
