Can the user expand more fields

Hi,

Ideally I want client's to complete the above form, but I just want to build one "Resource (Technical) Survey".

They can enter the name of a technician and rate the individual, but if they deal with more than one technicians, I would like to click to click "add" and they will get a clone of the specific section of the form, to complete this for another technician.

So while the initial form will only have 1 X Resource (Technical) Survey, the final form might have 4 X Resource (Technical) Survey.

Is this possible?

In the scenario described by you, I believe Matrix Dynamic Widget or Configuration list  could be the best fit.
