When I received a registration form today, it had a link for a resume upload in PDF or word format. When I clicked the link in the completed form I received the following error message

I was able to see the error on the link you have provided. However, I cloned your form and test your form with an uploaded PDF file. I was able to download the PDF without an issue.
Perhaps the issue is the user fails to upload the PDF before submitting your form? If that's the case, can you please ask them to re-upload and make sure that it was successfully uploaded before submitting your form?
