I have made my form public with a password but users cannot access the submissions all they get is loading message
is the system down and if how long ?

You have not provided password of your submission page, so I made a test with one of my forms and I was able to replicate mentioned issue.
I will escalate this issue to our developers and we will inform you via this thread once this issue is resolved.

I had a user just alert me with the same issue.
