If your users/respondents (in this case, these businesses) will be filling out the same information, and will be making the same payments (for products/services) then 1 form should suffice. Unless you will have different information to be gathered that is unique per client, then just 1 will do.
And BTW, users don't pull up the forms on their computers. They visit it on their browser using the Form URL. Or if you want to, you can embed the form on your website as well.
