How can you bcc email recipient from within JotForm?

You can actually send the email notification to multiple recipients. You just need to add them in the "Recipient Emails" field. Please take note that there's a limit of 10 recipients per notification. Here's a guide: Send-Notifications-to-Multiple-Recipients.
