I believe this should be working for new submissions only. Please allow me to test it further and get back to you with results for accurate information.

Thank you for being patient. I have checked the feature and see that the newly scheduled auto-responder is sending the emails to the submissions received after setting up the auto-responder only. The old submissions will not be able to receive the scheduled auto-responder.
