Olá!
Tenho 2 dúvidas:
PRIMEIRA:
Eu configurei a resposta automática em um formulário em que eu incluí integração com PayPal, porém ela não está sendo enviada.
A integração com PayPal impede o envio de respostas automáticas?
SEGUNDA:
Como fazer para evitar a quebra de linha das questões? Percebo que o espaço não é todo utilizado.

The PayPal integration should not affect your emails, they should be sent as soon as the payment is completed.
May be the submissions that did not trigger the emails were incomplete payments, I would suggest you to check this guide in order to get more info about this: https://www.jotform.com/help/272-Paypal-Incomplete-Payments-FAQ
You could also set your form to send incomplete payment notifications: https://www.jotform.com/help/273-How-to-Setup-Incomplete-Payment-Notification-E-Mail
You could additionally check your email addresses to find if they're in our bounce list, if you find them then simply removing from our bounce list will help to receive future emails: https://www.jotform.com/help/262-How-to-Remove-Your-Email-Address-from-Bounce-List
You could also check your email history by following this guide: https://www.jotform.com/help/293-How-to-View-All-Your-Form-Email-History
Regarding to your second question, may we get more details about it?

Eu estou recebendo as notificações normalmente, mesmo quando o pagamento no paypal não é efetuado.
O problema é no envio da resposta automática para o cliente.
Em todos os outros formulários, quando eu não utilizo o paypal, a resposta é enviada normalmente para o usuário.

I've further checked your form and I can see the payment integration is currently set up to send only email notifications when there're incomplete payments.
I can see you have multiple incomplete payments in your form, I've manually completed my testing submission and received the email without any problem:
If you set your payment integration to send both, notifications and auto-responders, you will receive them when there's a incomplete payment, if the payment is successfully completed then both will be triggered.

To find the options you need to open your form in the form builder, click on the payment field and wizard icon, once in the wizard go to the gear icon to get the payment gateway settings:
Once there, click on the additional gateway settings option:
Scroll a bit down to find the option to send both emails when there're incomplete payments:
