My colleague would like to create an excel file from her sub-account which has full access but the only entry she sees is the date of entry for each submission.

Please try switching your user to Europe Datacenter:
Since your data is on European Datacenter, your sub-users data should be as well. To do that please go to this link: https://support.jotform.com/myaccount/data
