Freight not being charged in Paypal

    Ive set up my forms to charge fright, Ive also set up PayPal to charge freight.  My client yesterday had freight shown on her form when she submitted it but pay-pal did not charge any freight. Is it possible the two are working against each other?  Because my form charges freight the two cancel each other out?????  Not sure how to check as I cant submit my forms to my own pay-pal account so cant test????
